[2021] I was looking at the new bundle in the store and noticed this. Why does it say "Dismemberment will not show in this region"? I don't have any settings that should prevent it as far as I know.

If you're seeing this in the U.S., the dismemberment effect does work in-game. This message is showing up incorrectly and we're looking into it.

It is my understanding that this will work properly in the non-Japan and non-Korean markets. We are also targeting a fix for this soon.
