[2020] I don't understand PVP

Can players just walk up and kill me in a disputed zone? I'm not level 30 and don't have PVP enabled, but a level 40 walks up to me and kills me while I'm trying to do the story. What are the rules for PVP and can I avoid being killed by cowardly high levels?

If you are above level 20 and in a disputed area, you are a potential target. Before then you are safe. To attack another player you must have PVP enabled, but you and anyone in your party can defend you against an attacker without enabling their pvp first
