I've heard a few people say they are in Holland and play just fine but those might have been trolls. Netherlands has specific laws regarding games with loot boxes you can buy for real money and contain random items. Since you don't know what you're paying for, they consider this gambling and is therefore illegal

I think the Netherlands are doing it right. i.e. protecting people from dubious cash grabs. Game developers will have to start offering guarantees that if you spend money you get something for it

Blame EA for their Fifa 2019 loot boxes. The law was made to stop developers from scamming people like that again
