[2020] No Winter Event for new Players?

Hi there :)

I am pretty new to Bless and i am in Navarra i think it's called (LvL 12) and people say you must get to Sperios if you want to participate in the Winter Event.

So new players can not participate in this Event, right?

If that's true, that's not good :/

I farmed some event coins and i got tickets for the event but i can not get any items because the city probably is in end game only?!

Would appreciate any info on this, for example if this is true and how long it will take me to get to that city?
