[2020] Hey all, I'm still pretty new. Only level 9, wondering when I should start spending my skill points

I'm a level 9 mage. Had seen somewhere that you should save your skill points for your second and fourth blessing. But I've got no idea what that means haha. Just looking for a bit of guidance so I'm not crippling my early and late game potential
