[2020] What are runes?

I’ve seen a few posts stating red runes are really good, then others mentioning people need more white runes.... I’ve noticed having ‘x’ amount of runes will add certain benefits from rings and necklaces... but what are they specifically?

And if you’re wanting to roll new runes I’m guessing it’s looting the same item and seeing which ones drop?
