I don't get the point of PKing someone when they're doing something like fishing or gathering etc. Just seems like a Dbag move. I get it if people want to 1v1 in Webfoot or something. But just ruining someone's enjoyment seems like a punk move

It doesn't happen very often, but that it does happen is why devs moved pvp zones to high-level areas only. They think it's a Dbag move too. On the other hand, you do get a special title for killing 1000 people in the open world.
