The below was part of the statement:

I kinda like this idea, assuming they implement it, where, instead of using the circle to show a skill cooldown, it would have a literal number. It may look more 'tacky' (for lack of a better word' and would take adjusting to, but I would switch to it and learn to use it. And that's the second part. If they do implement it, it should be selectable. For instance, I use the Item Wheel for consumables so I can have 4 different potions ready at the same time. Any changes to UI should be an optional change IMO.
