It has a launcher, which sends telemetry like any game does. The launcher and the game encourages you to make a Paradox account, which lets you put in a bunch of personal data (like age, gender - usual forum profile stuff), which is why all that is mentioned in the EULA. But making an account is optional, and even if you do make one, you really don't need to put in all that info if you don't want to.

Just a small correction Avanya : not "any game". I like cities builder games and i play Banished and Dawn of man (and CS before that useless launcher) and they don't send telemetry like Paradox does. Btw, you are THE best for helping peoples on the steam forum (at least for CS) keep your great job.

Cities: Skylines has always sent basic telemetry to the devs, and honestly I'd be extremely surprised if there are games, which don't do this. It's so valuable for the devs to know simple stuff like how often we play and for how long we play, that I can't see a game not doing this.

The launcher collecting the data just means that every game developer team at Paradox or working with Paradox doesn't have to write it into their game anymore, since the launcher does it. It's all the same stuff being collected - if it wasn't, then the EULA would have updated, which it didn't.
