The error you're getting can mean a lot of different things. To be able to help we will need to see the output_log.txt as it shows more information and can help us determine what is causing the error for you.
As you can't attach files here and the log is much too long to be posted in a message, I recommend you post on our support forum here:

You can attach the log file when making a post there, so we can have a look at what's causing problems for you. The output_log.txt is found in the Cities_Data where the game is installed, typically here: C:\Program Files (x86)\Steam\steamapps\common\Cities_Skylines\Cities_Data
You can also find it by right-click on the game in your Library, select Manage and then Browse Local Files. Then go into the Cities_Data folder and find the output_log.txt
