You could also use the mod Cross The Line to move outside the 25 tiles. The benefit of Cross The Lines over 81 tiles is that you can remove it again, at least when you're just adding roads or rails outside the 25 tiles. :)

Sorry I couldn' t find that message anywhere so someone else might be of use. But still, do you have an unlocked tile that is the end of the map?

81 tiles is a safe bet though :) I' ve recently built a city with both 25 tiles and 81 tiles mods turned on and just recently I have tried to unsubscribe from it and there was no error. Meaning once you unlock those tiles you can get rid of it "safely". You should still keep a copy of the savegame somewhere else, you never know.

81 tiles is not a mod that can be disabled safely. If you haven't built on the outer tiles, you might be fine, but the mod does a lot more than just unlock extra tiles, as those outer ones weren't designed to be used. Best to use Cross The Line if you just want temporary access to the outer tiles, but still be careful not to really build anything out there. :)
