[2020] question about dlc's.

For DLCs it comes down to how you play the game. Looking at how I play, I could probably have almost the same amount of fun with half the DLCs I have, though I like the extra options. If you haven't played in a while, I would get back into the game first and see what you enjoy doing, so any DLCs you get will enhance what you enjoy. Not much point in Mass Transit if you have setting up public transport for example.

For mods I'll link AquilaSol's Beginner's Guide. Even if you aren't new to modding, it has suggestions for mods depending on your playstyle and what you need. It's a great place to start - along with recommendations from other players ofc. :)
