Just to make this clear. If you do not have Natural Disasters, no park buildings or campus buildings will catch fire! Only buildings that require road access will catch fire, if you do not have Natural Disasters.
If you do have Natural Disasters, then you have fire fighting helicopters, and those buildings will then be able to catch fire.
You will only have the problem, if you have the tools to deal with it. :)
Also, you have the option to disable fire spread (see Options in game), which will stop fires from spreading in a park/campus area, so helicopters can fight the fire without it getting out of control. So there are options to avoid the crazy spread that was a problem when Parklife just came out. :)
