Start by checking all your mods against this list of known broken and incompatible mods to make sure you don't have any, that are known to cause issues.

If it's still there after having removed old broken mods (if you had any), then try adding the launch options -noWorkshop and -disableMods to Steam and start a new city to test, if it still happens.
