If there aren't a style or a theme (when you use the Building Themes mod) assigned to a district, then the game will just pick buildings out of all possible growables. So if you don't want that, you will need to either use styles (which come with the game) or the mod Building Themes to restrict what can grow in a district.

Styles can only contain buildings from the workshop and are pretty flexible. If a type, size or level of building is missing, the game will just pick a random one to add. So things will always grow and work, but you have less control.

Building Themes let's you create themes on the fly in your city, and you can pick both workshop and default buildings for them. It's more restrictive though. Only things in a building theme can appear in a district - so if a theme has no office buildings, no office buildings will spawn. You can have multiple themes for a district though, so you could make a generic theme for stuff you want all over the city and mix it with more specific themes for different zone types.
