[2020] Does anyone else know why my mods don't want to be enabled?

Do they show up in the specific categories? That's where you can enable and disable them.

Sounds like Steam had a little connection issue, which is usually solved by restarting Steam, but sometimes just restarting the game does it. But most importantly it's working for you again!
