[2020] Steam launch options don't go through.

You aren't using anything to bypass the launcher are you? Some of the ways to bypass it also stop launch options from working as well as disable the Steam Overlay.

Bypassing it won't help with the launch options. But one of the ways to do that does mess with them, so I figured it was worth checking if maybe you were using that way, which would explain the launch options not working.
