Importing is normal right at the start when you place down storages. Since they default to Balanced, they'll import some materials to try and be around 50% full. But after the first batch has imported and your city's own production starts filling them, that should definitely stop.
Your extractors complaining about "Not enough buyers" means their internal storage is full and all their trucks are in use. Basically they can't empty fast enough. Either the storages are full, far away, the trucks get stuck in traffic or they were already exporting with all trucks before your storages were placed (in that case time will solve it).
This sounds like you actually do have enough storage space, so maybe your situation is one of the few where it isn't a lack of storage space. Depending on how long you have had your storage buildings and how your traffic is, it might just be a case of waiting it out for things to start running smooth. Or something else is at play.
A few months of ingame time should be enough to balance things out, provided you don't have any areas where trucks get stuck in traffic. If you've already let it run that long or if time doesn't help, we'll need to look at any mods you're using, which might play a role, and possibly having a look at your save. :)
