In the Content Manager, do you see the items under the bottom category Steam Workshop? Or is that empty too?

When things are working right, they should show in their specific categories and in the Steam Workshop at the bottom. I think there are a couple of reasons why this happens, so we might have to try a few things to get to the bottom of it.

First let's try the easy/quick thing: Log out of Steam, shut Steam down completely, start it back up, log in, and start the game. Sometimes it's a sync issue with Steam and that usually does the trick.

If that doesn't work, it could be a mod messing with the menus. If you haven't already, check your mods against this list to make sure you don't have any known broken ones:

If you have none on that list, I'll need to see the full list of your mods. The easiest way to do that is probably your output log (player.log on Mac and Linux), since it lists them all plus Steam ID. Easier than you writing them all out. :)
