They do require DLCs, so depending on which ones you have (or don't have), you might not see them. But here's a list of the bus hubs/stations, when they unlock and what DLC they come in. :)

Bus-Intercity Hub - Big Town (Pop: 1,800) - Sunset Harbor
Bus-Metro Hub - Grand City (Pop: 5,000) - Sunset Harbor
Bus Station - Busy Town (Pop: 1,200) - After Dark
Ferry and Bus Exchange Stop - Busy Town (Pop: 1,200) - Mass Transit
Intercity Bus Station - Big Town (Pop: 1,800) - Sunset Harbor
Intercity Bus Terminal - Grand City (Pop: 5,000) - Sunset Harbor
Metro-Intercity Bus Hub - Small City (Pop: 2,600) - Sunset Harbor
Monorail-Bus Hub - Small City (Pop: 2,600) - Sunset Harbor
