[2020] Industries DLC - Warehouses full, still not enough Special Goods

One thing to keep an eye out for with warehouses, is that if all their trucks are in use, they will be too busy to deliver goods. This tends to happen if they fill up faster than they can empty. To solve that, you can give them easier ways to export (like cargo stations/harbors/airports) and add more of the same type of warehouse, so there is more trucks available for a given resource.
