The game doesn't come with additional Map Themes, so you will need to find some on the workshop, that you want to use. Here's the category
Then whenever you load a map (be it a new city or a savegame), you can select a theme below the image on the right. Without mods a Map Theme has to match the type of map. So for a temperate map, you will only see any temperate Map Themes you have installed.
You can use a mod called Environment Changer to have more flexible theme options - like picking a temperate theme for a winter map or changing a tropical map to a winter theme.
You can also use a mod called Theme Mixer 2 to change map themes on the fly as you play your city as well as mix any textures from different themes to create just the right look for your city.
