I'm sorry to hear your experience has been frustrating! What you're describing does not sound normal, so I'd really like to help figure out, what's happening. The best place to start would be to ignore mods and exclude them as the cause for these problems. If you are subscribed to mods, and easy way to set the game back to it's original state is to use the launch options -noWorkshop and -disableMods, then start a new city (as saves made with mods can still be affected by those mods).

If you have not been using any mods or workshop content already, then sharing your save is the best way for us to help. You can do so by going to the Content Manager in the game, find Savegames on the list and then find your save. Click the Upload button to start the process - you can give it a name and description if you'd like or just leave it as the default - and then click upload. Once it's uploaded to the workshop, you can copy the link and post it here. Then we'll be able to check out your save and hopefully help. :)
