This can sometimes happen because of Steam, so first try logging out of Steam, shut it down completely, restart Steam and log back in. Then see if they show in game like they should.

If not, then it can be a mod messing with the menu. If you post your output log (player.log on Mac and Linux), then we can take a look at your mods and see any errors you might have with the game. This guide explains where to find it and recommends some sites to upload it to, since we can't attach files here on Steam.

Your mods look fine, but let's make sure Improved Content Manager is all good. Unsubscribe it, wait a moment while Steam removes it, then subscribe to it again. Then start the game.

If you still don't see the mods, let's try resetting the game settings. You will need to find and delete the file named userGameState.cgs - it's found here:
C:\Users\Philip\AppData\Local\Colossal Order\Cities_Skylines

Then try the game again.
