Can you grab a screenshot of what you're seeing?

That's completely normal. The zoned areas show up when placing roads so you can see if you're building on areas that have been zoned or affecting those tiles.

Hmm, I'm not sure what would do that. Did you remove any mods recently, which might have turned it off?
