You need a semi-working version of the mod that contains the road. Network Extensions 2 has some of those extra roads, so first check that and the settings for it to see if it's enabled. That might do the trick.
If it doesn't, then you need a mod that contains it. I'm not sure if this one works or not, but it's the only one that is on the workshop, so try with it. Make sure all its roads are enabled.

If you can load your city with that mod, then you can use this one to remove all those roads, so you can disable the mod again. MAKE SURE TO SAVE AS A NEW FILE! just in case something goes wrong.

Then shut the game down, remove both mods, start the game and load the new save you just made.
