This is pretty normal as your city grows. The larger the city, the more calculations your computer has to do, and at some point it just can't do it fast enough to speed up time. For very large cities time even slows down so the computer can keep up.

That would be the processor, though every processor would have the same thing happen at some point. I imagine others here will have some recommendations for processors if you're looking to upgrade. :)

Hey i actualy think it's not problem in processor, i recently installed win 10 , i don't know maybe that could be a problem but i don't have such good knowledge about computers, before when i had win 7 i had even bigger cities than the one in which i've spotted the problem. Maybe it is some mods causing it, because they haven't been updated or something, like there is new version of C:S, this Harbour thing. And before that Harbour update everything worked perfectly fine what do you think?

I don't think Sunset Harbor changed anything that should affect the speed of the game. Switching from Win7 to Win10 might play a role though. I don't really know enough about those to really say, but I know Win10 is more greedy when it comes to RAM and keeps more to itself than Win7.

Mods that make the AI smarter definitely also play a role. Smarter AI generally means more calculations, so the slowdown happens earlier. Then it's a question of priority and what you'd rather live with in the game.
