Are you using any more mods than the ones mentioned? No snow sounds like you might have Theme Mixer and have changed the ground textures, which is being applied on a snow map.
I suggest using Theme Mixer 2 instead. It lets you swap between theme settings much easier, so you can easily have snow without losing the settings from your regular theme mix.
