This actually more about it being a new functional weapon as opposed to a lucky draw weapon. We tend to want to release new weapons in a strong state, leaning more on the potentially too strong side as opposed to the potentially too weak side. One reason for that, it is very difficult to get in-game data on the user behavior (when using that weapon) if no one is using it because it is perceived as too weak.

So, more often than not new weapons tend to be a little too strong and then we balance them out after examining the in-game usage and community feedback. That's the normal cycle, but we of course want the weapon on release to be right in that sweet spot in the middle of OP/weak.
