[2021] US East 3 coming back since maintenance?

Hey all, we've brought them both back up until we patch Live.  GR's are not persistent, and will only be cycled into service based upon need.

They are part of the New Player experience which players can skip. They're not needed because of them being skipped.

They were online during the first week of launch, when there was a mad rush for the NPE.
