Characters unexpected lockout

• Fixed a few situations where some characters were locking up and unable to be loaded into the game

Chat

• Fixed an issue with the  whisper interaction not working properly
• Fixed an issue with chat tab scrolling
• Individual Chat channels will now remember what channel was being messaged instead of changing to another chat panel

• Corrected a tooltip issue with Fervor

NPE

• Adjusted an NPE questline that referenced building materials in a fort
