[2019] Are the severs really full or it's also a bug

When matchmaking for a dire partrol the time goes up to 8 mins and automatically cancelled. After the cancel i just put the same dire patrol and i am able to find the server within a minute or two. This happened a lot of time i can either wait for 8 mins or simply close and reopen the game, i can found a server. (Based on luck)

If the servers are really full, how can i find the next match within 2 minutes. (May be the server freed in my wait time ?)

Or is there any priority kind of thing which can put the long waited players to the top ?

If the servers are full why they can't add more servers (More servers == More player) -> This may be dumb thought.

Any ideas and thoughts friends ?
