Edit: meh, it's bugged. When you reach a new level, it just resets back to 0 with no level progression.

Apparently it just bugged out at level 0. So if you complete level 0 twice, it starts leveling up again.

Edit: It happens on every level that you have to complete them twice apparently. Lvl 1 also had this issue.
