Please tell me PHXL, because I have no idea. The problem with amps is that almost all of them are either boring numerical buffs and procs or straight up useless. Virulent Impact is the only amp that's fun, is worth building around, and its damage effect is the coolest visual in the game. Making it rarer just cranks up the variance in power per esca run even more. Why didn't you just nerf the damage instead if you had to do anything? Now you're doing the same thing to the best Frost esca amp, which is way less interesting, but I'm seeing a pattern here. What issue is being addressed by making the only compelling amps less frequent? I know you ran out of ideas long ago evidenced by how most of the amp trees is now static stat buffs, but at least try to make an effort? Instead of taking things away, why not just add different versions of VI that proc off of different things, like wound damage? Why not have a version of the cannonball barrage amp that triggers after you dodge through ten attacks in a row or something? You've been riding that "low on resources" excuse for way too long. Changing the functionality of a bunch of amps takes very little effort. My suggestions don't even require you to make new effects. Nerfing the coolest part of escas two years after release in a half-baked attempt to ... what? Balance Heroic esca? More recycled content with trashy cosmetic rewards? You think doing this is making people MORE likely to do this content? What kind of dream world do you live in?

We're doing a lot of balancing work that takes into account data. Data such as win rate, kill rate, pick rate, etc.

These data sets help us make decisions. That being said, we are reading the feedback too and taking that into account. It's definitely a balancing act!
