Hey, that's exactly right! When I was concepting this guy and his minions, the idea was that he went through an aether-fueled hyper evolution, but originally started out in a similar form to the minions. He evolved to no longer need the wings, so they stopped growing. They're leftover vestigial appendages from his previous form :)
