If it has been going on for a while before EGC started, then that could possibly be a rule break.
If it was ONLY during EGC, then you should be okay.
Also, your account is your responsibility. Even if it wasn't you, this is actually against Steam TOS... Account sharing is not allowed via Steam. https://store.steampowered.com/subscriber_agreement/ (It's under C.)
If you want to let your brother play, then please read up on family sharing.
