[2021] Can we get more severe penalties for abandons?

No, it's not bugged - this pretty much is a thing with about any existing DC penalty. There is no way for the system to tell the difference, because there is the possibility to cause the game to crash intentionally versus it being random, same goes for loss of internet connection - it can be done intentionally and there is no way to differentiate it versus someone's internet cutting out, too.

To the OP: This is why the penalty starts low, so if you have issues, you can wait until those are resolved to continue playing the game. If the DC penalty would start high already, that would severely punish people who may have a random crash or need to leave due to game breaking bugs or they had an emergency and then they come back quicker than expected.
