Check your Steam download settings, also the download region. That sounds more like a Steam related thing during the downloading process. Downloads themselves are managed through the Steam - possibility of Steam having a hiccup maybe in your region too, it does happen. Also make sure you don't have throttle enabled in the Steam download settings.

If you mean the installation, that's different from downloading.

Another edit, if this occurs with multiple games possibly or generally big and fast downloads, I have excellent internet too, but my router is not made for glass fiber right now, so it crashes when a download goes "too fast" (It was fine before glass fiber was started to being utilized). That can happen, even if your connection is excellent.
