[2021] Is it a Reportable Offense if Survivors Don't do the Objective and just hide?

In this case, if they had done nothing at all (if they never got crows, they were intentionally moving around to avoid them), then this would possibly fall under holding the game hostage due to the duration of them not doing anything at all.
