The argument of development time is another self-fulfilling prophecy. More accurately, it's a sign of GSG preferring to add new things to bring in new players rather than fix and consolidate their existing systems. Their development time is spent on novelty rather than maintenance.
We can already see the consequences with the last few failed hotfixes, that resulted in the first ever (to my knowledge) rollback to an earlier version of the game: they neglected old code for too long and now have trouble fixing it.
It's not that a perk rework is low on their priority list, but rather that they have trouble prioritizing things overall.
And since they never changed their work policies, Rogue Core will suffer from the same issues.
