[2019] Does the update 25 trailer tease a 'delayed fall' ability for the scout, or am I seeing things?

At about 1:27 of the Update 25 Status report, a scout Hookshots behind a Praetorian and, upon releasing, seems to turn around mid-air and fall in 'slow motion', allowing him to line up a shot. It looks to me like the fall speed is drastically reduced during the zoom-in phase of the shot, but i'm not sure if that's a visual illusion, or perhaps a new feature/perk/ability? Are you guys seeing what I'm seeing? Maybe it's just the zoom of the rifle messing with my eyes?

If true, it looks like it will be really fun to pull off and open some great moments for scout gameplay! I love it.
