If you opt-out it means you'll only see lobbies with people who also opted out (and there aren't that many people at level 100),meaning it's next to impossible to find a game in the rockpox region either way
Opting out only has an effect on games that you host. So when you join a lobby you are playing based on the hosts setting.
Opting out of seasonal content does not place restrictions on the lobbies you see in the server browser.
I did an experiment today,on-site refining in a non-rockpox region
Not opted out: 5 lobbies
Ran to the season terminal to uncheck the box: 0 lobbies

If you open the general server list you should still see all the lobbies.
