[2020] PSA: Promotion Ranks and promotion-specific armor pushed to next update

We tried to squeeze in the new Promotion Ranks and promotion-specific armor paint jobs into Update 29, but we ran out of time. Therefore, Management has decided to push these to next update. Regular armor customization will still be there. Now get back to work, Miners!
