Are the tattoo designs locked on characters? (As in, only one design per dwarf)?
There's one skin for each class and the tattoos are predetermined. Doesn't mean we won't add it as an option later, but for the scope of this update (and DLC) adding a tattoo slot in the wardrobe wasn't viable.

It will launch with Update 32, which should land after we’ve gotten some hotfixes in from the Steam build launching Oct 8.

Yes, similar to Dark Future and MegaCorp. Cosmetic only.
