I've looked at learning about the tier system but haven't figured out how to get the rating to 1.0. I'm trying to form a settlement on my server and I'm stuck at 0.84 walls and roof are mortared stone and the floor and windows are hewn logs

But the walls are 6 high with a 3 high roof. The floor is two wide outside so there's two blocks of mortar stone outside. And then the inside floor is hewn log. Is the issue the hewn log floor? The stone Mason walls rest on the stone floors.
Empty blocks reduce tier as well depending on their number, e.g. for empty windows and doors. If roofs are diagonal roofs, they need to be two thick, otherwise the diagonal air blocks count as tier 0.
