No, dangerous and QA / Dev commands are no longer available to everyone. They can only be used by Dev-Tier users in singleplayer for development purposes or by SLG Staff.

This was done due to a multitude of issues caused by admins trying out QA commands, destroying their server permanently, some then even blaming SLG for a 'bug' towards their angered playerbase.

I'm not sure, but longterm we plan to introduce a creative mode anyway.

That was the case before, but admins used them and broke worlds regularly, complaints falling back to us - so we restricted their access to developers. These commands are specifically made for our developers and QA to quickly test specific scenarios in ways that don't care about savegame integrity and are rather efficient for and suited towards our work - as such they are dangerous by nature, their effects not obvious for people that don't work with them regularly. They simply aren't supposed to be used by anyone else or for any other purpose.

They won't. They are intended for development and QA purposes and are solely available for that, my statements above still stand.

Commands that are only restricted to Developer Tier can simply be used by players owning it, there is no specific steps.

I understand, but our stance hasn't changed. Most games don't even show or list such commands at all - for very good reasons, which have been already explained.

Eco has tons of useful commands available for admins and is easily moddable to create your own. Of course you also can create suggestions on our feedback tracker for other commands with a common use for admins to be implemented.

Developer commands however are specifically made for efficient usage in our work environments and not intended for usage on save games that are played normally.
