When users on my server are opening the WebUI, the game creates a different username with a random number name.

Like so:

14000000B62F3E407AD31897390FB704010010019BBCDA5C1800000001000000020000007623FE5E000000006D8CE20006000000B80000003800000004000000390FB7040100100166D505007623FE5E0A01A8C000000000F257D45C7207F05C0100F1170100010006490B00000000004D5A298EFD62....

The users are logged in on the WebUI with their StrangeLoop username and haver linked their SL-profile to their Steam profile.

This messes with the whole law and government portion of the game since users can run for office but in the WebUI it lists that it is their RNG counterpart that are running for office and no one can vote on anything since they get the error code "Error: Voter does not match username"

The server is running with "Require Auth" set to false because no one can login with it set to "true".

Anyone got any tips for me?

You cannot fix this, it's caused by Require Auth being disabled which causes steam players to be displayed as a Hash. We removed the Require Auth option for 8.2, so this is no longer a problem. If players can't join with require auth off and you are not a cracked server, you should try to get that fixed. Support will gladly help you with that.

If I may ask, why are we forced to use a web interface to perform in-game functions in the first place? It's slow and inefficient, and (seems to me) could just as easily be performed via an in-game UI. I'm having a hard time understanding why this was ever considered a good idea.

This is due to Eco being originally developed as an educational game only, where the WebUI is very useful for school use. Actually, the creation of laws will be moved to ingame in 9.0.
