[2019] Inactive player law

hi. trying to write a law to strip inactive players of all money and property, after a long enough delay in player activity. best answer i can come up w is a roll call vote every other day, any player who doesn't vote in 3 consecutive votes gets taxed 100% and stripped of claims. even then i'm not sure how to write it.

we need it on our server b/c we have a starting money law & a preset currency amount, and we need to recover the money of players who join, get paid, leave- and never come back.

edit a suggestion from a friend was to tie to a title. not completely automatic, but at least we can set to unclaim and tax all money automatically.

my problem now is i can't figure out how to tax 100% of a person's money.

edit f*ck! i worked out how to tax 100%, but the law hits EVERYONE ON THE TITLE - title managers and title holders both. wiped out the inactives and ALL THE ADMINS
