[2019] Tax Evasion with bank accounts?

Greetings,

I am hosting a server where we tax you extra if you have a certain amount of mint. The goal is to discourage the hoarding of mint.

However, people have crated bank accounts to split their money. Does that still count? If not, any other solutions?
