[2019] Configuration not loading?

I have created and populated an EcoSim.eco file with some suggested configurations. i then saved this file to the server's config location, i also saved this config file to the client's config location. It seems to have not changed anything, even though plants should now be growing in 3 hours instead of 12. Am i missing something? i have restarted the server software, but i am unsure if i have done something wrong and there seems to be very little in the way of resources for assisting in configuration problems.
